NBCC is seeking a People & Culture (P&C) Business Partner to play a pivotal role in advancing our evolving Business Partner model and strengthening people practices across the organization.

What you'll do
Responsibilities
The P&C Business Partner is a strategic advisor and thought partner to business leaders across NBCC. Reporting to the Director, Employee Engagement & Culture, this role is central to embedding a mature, proactive Business Partner model that aligns people strategies with organizational priorities.
Operating within a diverse, unionized post-secondary environment, you will provide expert leadership in labour relations, employee relations, and disability management, while supporting culture, engagement, and organizational effectiveness. This role requires strong judgement, credibility with leaders, and the ability to navigate complex and sensitive situations with confidence and care.
What You'll Do
Strategic Business Partnership
- Act as a trusted People & Culture Business Partner to assigned business units, developing deep knowledge of their operational needs, challenges, and priorities
- Support and strengthen NBCC's College‑wide Business Partner model, ensuring consistent, responsive, and value‑added HR support
- Provide strategic, practical advice to leaders and managers to support effective people decision‑making and business outcomes
- Collaborate closely with fellow P&C Business Partners to align approaches and share best practices
- Identify emerging people risks and opportunities, offering proactive, evidence‑based solutions
Employee & Labour Relations
- Serve as the primary point of contact for employee and labour relations matters within assigned areas
- Provide expert guidance in the interpretation and application of collective agreements, employment legislation, and NBCC policies
- Manage and support complex employee relations issues, including complaints, investigations, performance management, and workplace conflict
- Partner with leaders to strengthen labour‑management relationships and promote respectful, constructive workplace practices
- Contribute to the development and continuous improvement of employee and labour relations strategies, processes, and protocols
Disability Management, Wellbeing & Attendance Support
- Lead and support disability management and return‑to‑work processes, ensuring timely, respectful, and sustainable outcomes
- Partner with managers to address attendance concerns through proactive strategies, early intervention, and ongoing support
- Promote a holistic approach to employee wellbeing, including EFAP and related supports
- Ensure policies and practices are inclusive and responsive to employees with disabilities or complex health‑related needs
Engagement, Culture & Inclusion
- Support initiatives that strengthen employee engagement, psychological safety, inclusion, and belonging
- Partner with leaders to enhance team effectiveness, morale, and retention
- Contribute to DEIB initiatives, learning opportunities, and awareness‑building across the College
- Performance, Talent & Organizational Development
- Support the implementation of performance management frameworks and best practices
- Assist leaders in identifying learning, development, and coaching opportunities aligned with business needs
- Contribute to workforce planning and succession initiatives that support long‑term organizational sustainability
HR Operations, Compliance & Insights
- Ensure consistent and compliant people‑management practices across assigned areas
- Maintain high‑quality documentation and contribute to P&C reporting and analytics
- Provide insights and recommendations informed by data, trends, and organizational context
What you'll need
Qualifications
Education
- Diploma or degree in Human Resources, Business Management, or a related field
Experience & Expertise
You bring a strong HR Business Partner toolkit, including:
- HR Business Partner Experience - Proven success operating as a strategic HR Business Partner within a complex organization
- Unionized Environment - Demonstrated experience working within a unionized setting, including labour relations support
- Employee & Labour Relations - Strong background in employee relations, labour relations, performance management, and conflict resolution
- Disability & Attendance Management - Experience supporting disability management, return‑to‑work processes, and attendance improvement strategies
- Investigations - Experience conducting internal investigations and assessments
- Training & Facilitation - Experience designing and delivering training, resources, and learning sessions for leaders and employees
- Technology Proficiency - Strong proficiency with Microsoft 365 (experience with Power Automate and learning management systems is an asset)
