The Opportunity
As a member of the Healthcare Infrastructure Division of Build Nova Scotia, the Project Officer is a key member of the Build NS Healthcare Infrastructure Team, responsible for delivering Central Zone healthcare infrastructure projects across the full project lifecycle, from planning and design through construction, commissioning, and transition to operations. This role supports major redevelopment initiatives associated with the Acute Care Tower, including campus-wide IMIT and Information, Communication and Automation Technology (ICAT) integration projects, Clinical Equipment and Technology Integration (CETI) projects and Project Delivery. In doing so, the Project Officer helps ensure alignment between infrastructure delivery, clinical planning, digital systems, clinical equipment, and operational readiness.
Reporting to a Project Manager, this role provides project management, technical and administrative support for major healthcare redevelopment initiatives. Working collaboratively with multidisciplinary project teams, consultants, users, and operational stakeholders, the Project Officer contributes to the effective coordination, communication, and delivery of projects in alignment with approved objectives, standards, and requirements.
The Project Officer may also be responsible for integrating clinical equipment and technology requirements into the overall project specifications and schedules. Included in this would be participating and supporting functional design planning, specification writing, drawing review, cost estimation, sourcing, evaluation, commissioning, and document coordination. The role may involve overseeing consultants and contractors and working closely with stakeholders and clinicians to ensure projects are delivered on schedule, within budget, and in accordance with established project objectives.

Responsibilities
- Provide comprehensive support to Project Managers across all phases of healthcare infrastructure projects, including planning, design and technical development, construction, commissioning, and transition to operations through various construction delivery models. Support core project management activities, including scope, schedule, budget, resource, risk, quality, and change management; financial tracking and reporting; and project controls to support delivery against project objectives.
- Coordinate project activities that support integration between the infrastructure team, Project Delivery, Clinical Equipment and Technology Integration, Clinical Planning, Information Communication and Automation Technology, Shared Technical Services and Operational Readiness across multiple workstreams.
- Coordinate the preparation, review, quality assurance, and tracking of project documentation, including technical reports, RFIs, submittals, design packages, governance materials, meeting records, and project correspondence. Coordinate reviews with internal teams, contractors, consultants, and project partners throughout all project phases.
- Foster relationships with clinicians, biomedical engineering teams, ICAT teams, government partners, and other stakeholders to proactively identify risks, resolve complex issues, and support equipment integration and installation milestones.
- Support the coordination and implementation of technical project requirements, ensuring project documentation remains aligned with provincial standards, project specifications, and clinical planning objectives.
- Support Project Managers in the administration of project contracts, including coordination of contract deliverables and the review, negotiation, and administration of scope changes, variations, and other contractual matters.
- Support equipment planning and integration activities by collaborating with Clinical Planning, Infrastructure, and ICAT teams to ensure equipment locations, infrastructure requirements, and commissioning activities are fully coordinated.
- Participate in continuous improvement initiatives by identifying opportunities to improve project management processes, documentation standards, governance practices, and project controls.

What you'll need
Qualifications
- A university degree or diploma in Engineering, Architecture, Information Technology, Construction Management, Business, Health Administration, or another relevant discipline, combined with 2-5 years of progressively responsible experience supporting complex infrastructure or capital projects. Equivalent combinations of education and experience will be considered.
- Experience supporting healthcare infrastructure projects, clinical environments, IMIT initiatives, operational readiness, or other complex multidisciplinary projects would be considered an asset.
- Working knowledge of project management principles, including scope, schedule, risk management, project controls, document management, and governance processes.
- Strong organizational skills with demonstrated ability to coordinate multiple priorities, maintain accurate project documentation, and meet competing deadlines.
- Strong interpersonal, communication, facilitation, and relationship management skills, with the ability to work effectively with multidisciplinary teams and diverse stakeholder groups.
- Experience working within Public-Private Partnership (P3) environments or large public-sector capital projects is considered an asset.
- Experience reviewing technical documentation, coordinating consultant deliverables, and supporting governance processes is considered an asset.
- Project Management Professional (PMP) certification, Certified Associate in Project Management (CAPM), or progress toward certification is considered an asset.

Build Nova Scotia Healthcare Infrastructure Division is committed to delivering an extensive, multi-site, multi-year infrastructure Redevelopment Plan designed to ensure the health care needs of Nova Scotians are met for the next 50 years.
The redevelopment plan includes major expansions and additions to hospitals and health services in communities across the Province, including throughout the Halifax and Cape Breton Regional Municipalities. Successful project delivery will allow services to be moved out of the aging facilities such as the Centennial, Victoria and Dickson buildings on the Victoria General (VG) site of the QEII.

Pay Grade: NSL-13
Salary Range: $3135.37 - $4311.13 Bi-Weekly
Salary Placement: The placement of a new hire into the salary range is based on an objective salary rating process. This process will assess the knowledge, skills, experiences and overall qualifications of a candidate to determine appropriate placement. Each pay grade has established steps, and new hires cannot exceed certain maximums which are outlined in the Compensation Framework.
