Description

Reporting to the Manager of Roadway Operations, the Stormwater Engineer functions as the City’s owner and primary authority for the stormwater management system, responsible for the overall performance, integration, and long-term sustainability of stormwater infrastructure and processes.   This role provides end-to-end stewardship of stormwater across planning, design, development, operations, and asset management, ensuring the system functions as an integrated municipal service.

As the City’s lead technical authority, the position governs how stormwater systems are planned, designed, implemented, and transitioned into municipal ownership, ensuring alignment with operational requirements, lifecycle performance and risk management objectives.

The role collaborates with consultants, City operational staff, planners, building inspectors, developers, and utility companies, serving as the primary authority on stormwater matters. Key responsibilities include reviewing and guiding development related stormwater designs, supporting the coordination of infrastructure servicing, and overseeing the successful transfer of stormwater assets from developers to the city.

The successful candidate will be a proactive, solutions-focused, and collaborative professional, bringing strong communication skills, sound technical judgment, and the ability to apply tact and discretion while balancing service expectations, operational realities and long-term infrastructure performance in a dynamic, customer-focused environment.

 

Qualifications Required:

  • University degree in Civil Engineering with a minimum of three (3) years of relevant experience, preferably focused on stormwater management and municipal infrastructure.
  • Demonstrated experience working within municipality or municipal consulting environment.
  • Eligibility to be registered as a Professional Engineer (P.Eng.) with APEGNB. 
  • A clear Driver’s Abstract is required as condition of employment.

 

What You’ll Do:

  • Acts as the corporate owner of the stormwater management system, ensuring consistency and integration across development, capital projects, and operations.
  • Defines and enforces system standards, specifications, and design expectations to protect long-term performance, maintainability, and risk outcomes.
  • Works closely with City operational staff, Engineering, and Development teams to understand, guide and continuously improve stormwater practices related to growth and development across the City.
  • Collaborates with Planning & Development staff to review and influence stormwater management approaches for new developments, ensuring designs align with City standards, operational capabilities, and long-term maintenance requirements.  
  • Leads the ongoing review, update, and enhancement of Municipal Specifications and stormwater management guidelines for both municipal infrastructure and private development, with a focus on durability, maintenance, and risk management.
  • Provides technical review and advisory support to the Planning Advisory Committee, including preparation of stormwater related comments on development applications, and attends the municipal Planning Advisory Committee meetings to provide technical advice as required.  
  • Works with utility companies and internal stakeholders to coordinate infrastructure within the right-of-way, ensuring stormwater systems are protected, integrated, and do not introduce future operational or capacity risks.

 

What You’ll Bring:

  • Ability to work closely with Engineering and Operations staff, Development staff, and the development community, to guide stormwater-related processes associated with growth and infrastructure within the City of Fredericton.
  • Strong knowledge of stormwater management principles, including system design, drainage analysis, and the integration of stormwater infrastructure within municipal roadway and development projects.
  • Experience reviewing and influencing development related infrastructure designs to ensure alignment with long-term operational performance, maintainability, and City standards.
  • Understanding project management principles, with the ability to lead stormwater related initiatives and capital projects from concept through to implementation using both internal and external resources (project management certification considered an asset).
  • Ability to assess, prioritize, and deliver solutions to complex stormwater issues, including flooding, system constraints, and infrastructure deficiencies.
  • Well-developed interpersonal, communication, analytical, and problem-solving skills, with the ability to communicate technical information effectively to operational staff, developers, senior management, and Council.
  • The ability to collaborate and work within a team environment to accomplish organizational goals.
  • Experience in public speaking, presentations, and technical reporting is considered an asset.
  • Oral proficiency in both official languages (English and French) will be considered an asset.
